Rep. Cuellar Announces New Investments Headed to Texas Aimed at Carbon Reduction

Cuellar secured $274 million for carbon capture, mitigation, research, and utilization in FY22 appropriations legislation Texas will also receive $641 million over the next 5 years through Bipartisan Infrastructure Law

Washington, DC – Today, U.S. Congressman Henry Cuellar (TX-28) announced that he secured $274 million, through the FY2022 omnibus appropriations legislation, for carbon capture, utilization, and storage. 

The funding includes support for emissions mitigation infrastructure, monitoring platforms and sensors, and front-end engineering and design studies. The legislation also includes language that supports carbon utilization for research, development, and demonstration activities to advance valuable and innovative uses of captured carbon such as chemicals, plastics, building materials, curing for cement, and the integration of carbon utilization technologies with fossil fuel power plants, such as biological conversion systems. 

“We need an economically sensible solution to reducing greenhouse emissions and fighting climate change in the United States,” said Congressman Cuellar, a senior member of the House Appropriations Committee. “Carbon capture has been shown to be very effective in reducing emissions while also ensuring continued economic stability and growth in the energy sector. To obtain the full benefits of carbon capture, this appropriations legislation will encourage more investment and research so we can accelerate the development of the cost-effective carbon capture technologies. We need continued investments in carbon capture technology to effectively combat climate change.”

Cuellar also secured $641,277,338 in funding for Texas under the historic Bipartisan Infrastructure Law to reduce carbon pollution across the state and provide Texans with more transportation options while easing congestion in local communities.

The infrastructure investments total more than $6.4 billion across the country and are administered under the Federal Highway Administration’s Carbon Reduction Program, a new initiative established by the Bipartisan Infrastructure Law.  This funding will allow Texas to deliver more transportation alternatives and reduce commute times.  These funds can be invested in a range of eligible projects, including:

  • Public transit services
  • Electric vehicle charging infrastructure
  • Traffic flow improvements
  • Congestion management technology
  • Pedestrian and cycle trails
