Obama's budget cuts spare CBP, Border Patrol; Cuellar: Plan maintains funding for 'core Homeland functions'

BROWNSVILLE — Although President Barack Obama’s proposed 2013 budget calls for a cut in funds to the U.S. Department of Homeland Security, the reduction is not expected to affect the number of federal agents patrolling the U.S.-Mexico border.
