Cuellar Official HeadshotU.S. Congressman Henry Cuellar proudly represents Texas’ 28th Congressional District—a vibrant and diverse stretch of South Texas that includes both the bustling city of San Antonio and the hardworking rural communities along the U.S.-Mexico border. From the fields of Laredo to the halls of Congress, Henry Cuellar’s life is a true testament to the American Dream.

Born the eldest of eight children to migrant farmworkers in Laredo, Texas, Congressman Cuellar was raised with strong family values, deep faith, and a tireless work ethic. He is the first in his family to attend college, driven by the belief that education is the key that opens the door to opportunity for every child, no matter their background.

Today, Congressman Cuellar serves as one of the most senior members on the powerful House Appropriations Committee, where he plays a critical role in shaping our nation’s spending priorities. He proudly serves on the Subcommittee on Homeland Security, the Defense Subcommittee, and the Subcommittee on Military Construction and Veterans Affairs—positions that allow him to strengthen our national security while delivering real results for South Texas. His reputation as one of the most bipartisan members in Congress ensures that—regardless of who’s in power—he has a seat at the table, fighting for Texas families.

Education has always been at the heart of Congressman Cuellar’s journey. After earning his associate degree Summa Cum Laude from Laredo Community College, he continued his studies at Georgetown University in Washington, D.C., where he worked part-time to help pay his way—and still graduated Cum Laude. He later earned a Master’s in International Trade from Texas A&M International University, a Juris Doctor and Ph.D. in Government from the University of Texas at Austin, and completed a Professional Certificate in Budget and Finance from Georgetown. Always pushing forward, Dr. Cuellar is currently pursuing a Professional Certificate in Homeland Security from the Bush School of Government at Texas A&M, and is set to earn a Master of Arts in Defense and Strategic Studies from the U.S. Naval War College in Spring 2025.

With more academic credentials than any other member of Congress, Dr. Cuellar has matched his scholarship with public service. He has practiced law and U.S. customs brokerage, and served as an educator at Texas A&M International University and Laredo College. His service to Texas includes roles as a State Representative, Texas Secretary of State, and now as United States Congressman.

Beyond the titles and degrees, Henry Cuellar is a man of many passions. He cherishes time spent with his wife Imelda and their two daughters, Christina and Catherine. At home in Laredo, you’ll often find him with his beloved dogs and cats, or reconnecting with his rural roots—hunting, fishing, and remembering the grit and spirit of six-man football in the Texas Hill Country.

For Congressman Cuellar, public service isn’t about headlines—it’s about hard work, lifting others up, and keeping the promise of America alive for the next generation.
