Rep. Cuellar Secures $30 Million Authorization to Support Water Infrastructure in Zapata County

WASHINGTON – U.S. Congressman Henry Cuellar, Ph.D. (TX-28) secured a $30 million authorization to support water infrastructure improvements in Zapata County, along with a directive to expedite erosion protection work in the Medina Colonia. The provisions were included in the Water Resources Development Act of 2026 (WRDA 2026), which passed in the House Transportation and Infrastructure Committee on Tuesday, July 14.

WRDA 2026 increases a previous authorization for Zapata County from $20 million to $30 million and expands it to support additional water infrastructure improvements.

The bill also directs the Corps of Engineers to expedite erosion protection work already underway in the Medina Colonia to help protect infrastructure from further damage.

“Zapata County has real needs when it comes to water infrastructure and erosion control, and WRDA 2026 responds to both,” said Congressman Cuellar. “Increasing the authorization and expanding its scope give the Corps of Engineers greater flexibility to support Zapata County’s water system, and directing the Corps to expedite the Medina Colonia erosion work gets families the protection they’ve been waiting for. I’ll keep pushing to see both provisions through to final passage.”

WRDA 2026 also includes several other TX-28 priorities, including expanded eligibility for Rio Grande Basin watershed and water quality programs, increased shoreline erosion protection opportunities for Rio Grande border counties and a higher authorization ceiling for the Corps’ Lakes Program.

WASHINGTON – U.S. Congressman Henry Cuellar, Ph.D. (TX-28) secured a $7.5 million authorization to support water and wastewater infrastructure improvements in Starr County, along with new flood risk studies for the cities of Roma and Escobares. The provisions were included in the Water Resources Development Act of 2026 (WRDA 2026), which passed in the House Transportation and Infrastructure Committee on Tuesday, July 14.

The authorization could support upgrading water and wastewater infrastructure, expanding water capacity and improving the reliability of local water systems.

“Starr County families deserve reliable water service and real protection from flooding. WRDA 2026 is a meaningful step toward both,” said Congressman Cuellar. “The authorization will help support critical water infrastructure improvements in Starr County, while the flood studies are an important first step toward addressing long-standing flood risks in Roma and Escobares. Rep. Cuellar Secures $25 Million Authorization for Laredo Water Infrastructure

WASHINGTON – U.S. Congressman Henry Cuellar, Ph.D. (TX-28) secured a $25 million authorization for the Corps of Engineers to support water and wastewater infrastructure improvements in the City of Laredo. The authorization was included in the Water Resources Development Act of 2026 (WRDA 2026), which passed in the House Transportation and Infrastructure Committee on Tuesday, July 14. The provision covers water supply, storage, distribution systems, environmental restoration and stormwater management.

The authorization could support a variety of local priorities, including replacing aging water pipes to reduce water loss, strengthening Laredo's long-term water supply and improving drainage in neighborhoods that experience repeated flooding.

It could also fund the next phase of restoration work in the area by stabilizing creek banks, restoring natural floodplains and removing invasive plants.

“Laredo’s water and wastewater systems have to keep pace with our growth, and that means real investment in the infrastructure our families rely on every day,” said Congressman Cuellar. “This authorization gives the Corps of Engineers the resources it needs to support water loss reduction, flood mitigation and environmental restoration work across Laredo. Rep. Cuellar Secures Three Provisions Supporting Future Rio Grande Basin Water Projects

WASHINGTON – U.S. Congressman Henry Cuellar, Ph.D. (TX-28) secured three provisions supporting future Corps of Engineers water studies and projects across the Rio Grande Basin and Texas border counties. The provisions were included in the Water Resources Development Act of 2026 (WRDA 2026), which passed in the House Transportation and Infrastructure Committee on Tuesday, July 14. Together, they expand opportunities for future water planning, flood protection and environmental restoration in South Texas.

One provision makes the Rio Grande Basin eligible for a comprehensive Corps of Engineers watershed assessment. The study could examine water supply, drought, flooding, ecosystem health and long-term water planning to help identify future infrastructure needs.

Another provision expands eligibility for Rio Grande border counties, including Webb, Zapata and Starr counties, to compete for future Corps projects that reduce flood damage, protect riverbanks and restore natural waterways.

Finally, a third provision strengthens the Rio Grande Basin's eligibility for future Corps of Engineers work related to harmful algal blooms and water quality. The designation supports future monitoring, the testing of new technologies and mitigation efforts to help address algal blooms in the Basin.

“The three provisions I secured in the Water Resources Development Act of 2026 put the Rio Grande Basin and our border counties in position to get more support in the future,” said Congressman Cuellar. “Being named an eligible basin or focus area is how projects like the ones we've already secured for Laredo, Starr County, Jim Hogg County and Zapata County get their start. Rep. Cuellar Announces $330,000 for Safe Drinking Water in Webb County Colonias

LAREDO, TX – U.S. Congressman Henry Cuellar, Ph.D. (TX-28) announced $330,000 in federal funding through the Southwest Border Regional Commission (SBRC) to expand access to safe drinking water for families in Webb County colonias.

The funding will support Webb County’s Atmospheric Water Project, which will provide 220 Atmospheric Water Generators to low-income households across 18 colonias along Highway 59 and in South Webb County. Approximately 3,000 residents are expected to benefit from the project.

“I helped create the Southwest Border Regional Commission and later secured the initial federal funding to get it off the ground because our border communities deserve a strong federal partner,” said Congressman Cuellar. “As a senior member of the Appropriations Committee, I have continued working to ensure the Commission has the resources it needs to invest in our communities. This $330,000 award is exactly why that work matters. It will provide 300 families in Webb County colonias with access to safe drinking water while we continue working toward permanent water infrastructure. I want to thank Federal Co-Chair Juan Sanchez and the Southwest Border Regional Commission for their work to bring these resources to Webb County.”

Atmospheric Water Generators collect moisture from the air and convert it into potable drinking water. The units will give families an immediate source of drinking water while Webb County works to develop permanent water infrastructure for these colonias.

Many households in the colonias served by the project do not have access to conventional water and sewer systems and currently rely on hauled water, bottled water, or private wells. Providing water generators directly to these households will help families reduce the time and money they spend purchasing or hauling water.

Congressman Cuellar has worked for years to support the Southwest Border Regional Commission and ensure it has the federal funding needed to serve border communities. After the Commission was authorized, Congressman Cuellar secured its initial federal funding through the appropriations process to help get the program off the ground. As a senior member of the House Appropriations Committee, he has continued to secure funding for the Commission and its work along the Southwest border.

The total investment in the Webb County Atmospheric Water Project is $412,510, including the $330,000 SBRC award and $82,510 in matching funds from Webb County. The funding will support the purchase and installation of 220 Atmospheric Water Generators, five years of replacement filters, and the administration and program support needed to carry out the project.

The Southwest Border Regional Commission is a federal-state partnership serving communities in Arizona, California, New Mexico, and Texas. The Commission supports economic and community development projects aimed at addressing infrastructure needs and expanding access to essential services in economically distressed communities along the Southwest border.

Washington, D.C. – Congressman Henry Cuellar, Ph.D. (TX-28), Ranking Member of the House Appropriations Subcommittee on Homeland Security, released the following statement regarding the recent ICE-related incidents in Austin and Alamo, Texas

"Since Sunday’s ICE-related shooting in Austin, TX, I immediately began working with my subcommittee to find answers as Ranking Member of the House Appropriations Subcommittee on Homeland Security, including whether or not the agent involved was wearing a body worn camera – technology I advocated for when finalizing the DHS appropriations bill for 2026.

It is unfortunate that we are still awaiting clarification from ICE given the recent public reporting that the shooting involves a new recruit and was not using a body camera, despite clear instruction and funding from Congress as well as prior confirmation from ICE that body cameras had been deployed to all ICE agents in Texas. We have also asked several questions about the agencies involved in this investigation and the role they will play, confirmation on whether the agent(s) involved will remain in Texas for the duration of the investigation as well as their current duty status, why Mr. Perez was moved to a detention facility with a bullet remaining in their body, and the future outlook of procuring dashboard cameras as well as justification for the prioritization of non-criminals for deportation.

Further, I have been equally engaged in the on-camera assault on two U.S. citizen teenagers by ICE agents in Alamo, TX as well as the recent deportation of Teresa de Jesus Ochoa Briseno. We are awaiting further clarification from ICE on the events of that day and if and when the agent’s body-worn camera footage may be released to Congress."

Rep. Cuellar Votes to Pass Bipartisan Ratepayer Protection Act

WASHINGTON – U.S. Congressman Henry Cuellar, Ph.D. (D-TX-28) voted this evening to pass the Ratepayer Protection Act. The legislation, which Congressman Cuellar cosponsored, aims to protect families and small businesses from electricity infrastructure costs created by data centers.

“If a data center creates the need for new generation, transmission, or distribution infrastructure, those costs should not be shifted onto family ratepayers,” said Congressman Cuellar. “Families and small businesses should not be asked to pay for the infrastructure these projects require.”

The Ratepayer Protection Act establishes a federal standard for state utility regulators and nonregulated utilities to consider requiring data centers with at least 100 megawatts of peak electric demand to cover the full incremental cost of generation, transmission, and distribution upgrades necessary to serve them. The legislation also calls for financial assurances before those upgrades are made so other ratepayers are not left responsible if a large customer later reduces or ends its electricity use.

“This legislation is an important step toward protecting ratepayers from rising electricity costs, but electricity is only part of the equation,” said Congressman Cuellar. “Data centers can also place significant demands on local water supplies and infrastructure. We need to make sure communities are protected from those costs as well.”

Congressman Cuellar will continue working to support responsible economic development while protecting South Texas families, small businesses, and local communities from bearing costs created by large-scale projects.

Rep. Cuellar Brings ICE Leadership and South Texas Faith Leaders Together to Discuss Immigration Enforcement

WASHINGTON – U.S. Congressman Henry Cuellar, Ph.D. (D-TX-28), Ranking Member of the House Appropriations Subcommittee on Homeland Security, brought together Acting U.S. Immigration and Customs Enforcement (ICE) Director David Venturella and South Texas faith leaders to discuss immigration enforcement and solutions to concerns affecting religious communities.

The meeting included representatives from the Texas Gulf Hispanic District of the Assemblies of God and the Catholic Diocese of Laredo. The group discussed enforcement near houses of worship, religious workers and their families, DACA recipients, detention practices, and ways to strengthen communication between ICE and faith communities. Faith leaders also raised concerns about families living with uncertainty as they navigate the immigration system.

“It is important to ensure our communities are safe, and there is a right way to do it,” said Congressman Cuellar. “That is why it is important to bring ICE leadership and our faith leaders together, talk through these concerns, and work toward practical solutions.”

The discussion followed the June detention of Sister Leticia “Letty” Ugboaja, a Catholic nun who was detained by ICE while walking to Mass in McAllen and was later released. The meeting also addressed concerns raised after the detention of Assemblies of God pastors Nepthali Zozaya Saucedo and Cinthia Sarai Cardona Otero in July.

Congressman Cuellar raised questions about how ICE approaches enforcement involving religious workers, as well as how the agency considers public safety and individual circumstances when making enforcement decisions. He also discussed the importance of making the immigration process clearer for individuals and families attempting to follow the law.

“As Congress continues working on immigration and homeland security policy, these conversations are important,” said Congressman Cuellar. We may not agree on every issue, but keeping an open line of communication helps us address concerns, find solutions, and make better policy that best serves our communities.”

As Ranking Member of the Homeland Security Appropriations Subcommittee, Congressman Cuellar secured language in the Fiscal Year 2027 Homeland Security Appropriations bill directing ICE to prioritize its enforcement resources toward criminals who pose a threat to public safety.

Congressman Cuellar serves as Ranking Member of the House Appropriations Subcommittee on Homeland Security, which oversees funding for ICE, U.S. Customs and Border Protection, the Transportation Security Administration, the Federal Emergency Management Agency, and other Department of Homeland Security agencies.

Washington, D.C. – Congressman Henry Cuellar, Ph.D. (TX-28), released the following statement after meeting with Pope Leo XIV and attending his address to Catholic legislators during the XVII Annual Meeting of the International Catholic Legislators Network in Rome:

“I was honored to participate in the International Catholic Legislators Network’s annual meeting, where I met with Pope Leo XIV and heard his address on the challenges and opportunities presented by artificial intelligence. The meeting brought together Catholic legislators from around the world to discuss human dignity and the responsible development and oversight of AI.

Pope Leo XIV emphasized that the rapid advancement of artificial intelligence presents one of the defining questions of our time. He reminded us that we must consider not only what technology can do, but what we ought to do. His message was a powerful reminder that innovation should remain centered on people and guided by wisdom, conscience and a commitment to the common good.

Pope Leo XIV also stressed that technology should serve people and protect human dignity. He called on legislators to ensure technological progress respects fundamental rights and freedoms, protects personal privacy, promotes transparency and strengthens democratic institutions.

As policymakers, we have a responsibility to ensure AI is developed and used responsibly, with appropriate oversight and commonsense guardrails. El congresista Cuellar se reúne con el papa León XIV

Washington, D.C. – El congresista Henry Cuellar, Ph.D. (TX-28), emitió la siguiente declaración después de reunirse con el papa León XIV y asistir a su discurso ante legisladores católicos durante la XVII Reunión Anual de la Red Internacional de Legisladores Católicos en Roma:

“Fue un honor participar en la reunión anual de la Red Internacional de Legisladores Católicos, donde me reuní con el papa León XIV y escuché su discurso sobre los desafíos y las oportunidades que presenta la inteligencia artificial. La reunión reunió a legisladores católicos de todo el mundo para hablar sobre la dignidad humana y el desarrollo y la supervisión responsable de la inteligencia artificial.

El papa León XIV enfatizó que el rápido avance de la inteligencia artificial representa una de las preguntas que definirán nuestra época. Nos recordó que no solo debemos considerar lo que la tecnología puede hacer, sino lo que debemos hacer. Su mensaje fue un poderoso recordatorio de que la innovación debe seguir centrada en las personas y guiada por la sabiduría, la conciencia y el compromiso con el bien común.

El papa León XIV también destacó que la tecnología debe estar al servicio de las personas y proteger la dignidad humana. Hizo un llamado a los legisladores para garantizar que el progreso tecnológico respete los derechos y las libertades fundamentales, proteja la privacidad personal, promueva la transparencia y fortalezca las instituciones democráticas.

Como responsables de formular políticas públicas, tenemos la responsabilidad de garantizar que la inteligencia artificial se desarrolle y utilice de manera responsable, con una supervisión adecuada y medidas de protección de sentido común. Agradecí la oportunidad de escuchar directamente al papa León XIV y dialogar con otros legisladores sobre uno de los desafíos que definirán nuestra época. Continuaré trabajando para garantizar que la innovación tecnológica esté al servicio de las personas, proteja nuestras libertades y fortalezca nuestras comunidades.”
