The Flood Mitigation Assistance (FMA) grant program provides funding to States, Federally-recognized Indian tribal governments, and communities so that cost-effective measures are taken to reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insured under the National Flood Insurance Program (NFIP).

UASI Nonprofit Security Grant Program (NSGP)
Objectives: UASI Funds address the unique planning, equipment, training, and exercise needs of high threat, high density Urban Areas, and assist them in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism." States are required to pass on at least 80 percent of the total grant program amount available to local units of government within 60 days of the receipt of funds. Those funds retained by the state must be used in direct support of the state's identified urban areas
Eligible Applicants: In order for the application to be taken into consideration, the non-profit organization needs to register for a DUNs number at www.ccr.gov. This is free and must be done before applying through www.grants.gov to submit application.

State Homeland Security Program (SHSP)
Objectives: The SHSP provides funds to enhance the capability of State and local units of government to prevent, deter, respond to, and recover from incidents of terrorism involving the use of CBRNE weapons and cyber attacks. These funds support costs related to: DHS and emergency operations planning activities, to be able to purchase equipment; costs related to the design, development and conduct a statewide CBRNE and cyber security training programs and attendance at G&T – approved courses; Design, development, conduct. And evaluation of CBRNE and cyber security exercises: Management and administrative costs associated with implementing the State Homeland Security Strategy (SHSS) and managing SHSP program. In light of several major new national planning priorities, which address such issues as pandemic influenza and the aftermath of Hurricane Katrina, the allowable scope of SHSP activities including catastrophic events, provided that these activities also build capabilities that relate to terrorism.

Metropolitan Medical Response System Program (MMRS)
Objectives: MMRS program funds highly populated jurisdictions to develop plans, conduct training and exercises, and acquire pharmaceuticals and personal protective equipment, to achieve the enhanced capability necessary to respond to a mass casualty event caused by a WMD with their locally controlled and operated resources, until significant external resources arrive. Key components of the program require activation/notification procedures, a concept of operations plan, the forward movement of patients (coordinated with using the National Disaster Medical System), hospital and healthcare system surge capacity management, the provision of specially trained responders and equipment through exercises and drills, public information dissemination, coordination response protocols, a bioterrorism plan including customized pharmaceuticals, and plans for the prophylaxis of an affected population for up to 1,000 chemical victims, and 10,000 biological victims.

Citizen Corps Programs (CCP)
Objectives: The purpose of Citizen Corps is to supplement and assist State and local efforts to expand Citizen Corps. This includes Community Emergency Response Team (CERT) training, establishing Citizen Corps Councils and supporting the oversight and outreach responsibilities of the councils. The program supports and promotes efforts to involve a wide range of volunteer groups in activities that enhance individual, community, and family preparedness and contribute to the strengthening of homeland security.
